Nigerian Soldiers flog cadets mercilessly at training camps (video)

Apparently this happened in one of the military training camps in Nigeria. The soldiers in red caps (military policemen) are seen flogging cadets with long tree branches. Please, those who are familiar with military training, is this the world standard for training soldiers?
